What does 200x230 pixels mean for a photo?

The size 200x230 means the image is 200 pixels wide and 230 pixels tall. That is a slightly tall portrait rectangle. Some exam forms ask for this exact size. Pixels are not centimetres. A 200 x 230 pixel image has no fixed physical size until it is printed. Online forms check pixels; only print-based forms care about centimetres.

How do I resize to 200x230 without stretching the face?
